Frequently Asked Questions (FAQs)

How to request for training?expand collapse
No training request is entertained as of the moment as the NGPA Caravan was launched. The NGPA Caravan is a nationwide public information and training initiative launched by the Government Procurement Policy Board (GPPB) to bring the New Government Procurement Act (Republic Act No. 12009) closer to local stakeholders, especially procurement personnel across national agencies, government-owned corporations, state universities and colleges (SUCs), and local government units.
Can we directly invite resource persons to lecture for the procurement training?expand collapse

We strongly encourage agencies to submit their request for training/RPs to the GPPB-TSO so we can formally endorse your request to your preferred GPPB Recognized Trainers. This is one of the conditions for procurement trainings to be recognized by the GPPB-TSO as provided in GPPB Circular 07-2018 issued in September 2018 Should you have questions regarding the procedure and requirements for recognition of training, you may refer to the above cited circular or send your query at training@gppb.gov.ph.

How much is the honoraria for RPs? Is there a standard rate? Can you provide sample computation?expand collapse

There is no standard rate nor do we provide sample computation. The payment for Honoraria to the GPPB Recognized Trainers shall be in accordance with the Budget Circular No. 2007-1 dated 23 April 2007 issued by the Department of Budget and Management. Note that per said circular, the hours of preparation is considered, not only the hours of actual lecture. The requesting party shall coordinate with the Resource Person as identified in the Confirmation Letter for their Salary Grade and other documents that their respective finance department or unit may require from them for payment of the honoraria.

How shall we compute the honoraria for retired trainers?expand collapse

Please refer to paragraph 4.3 of the Budget Circular No. 2007-1 dated 23 April 2007 issued by the Department of Budget and Management. To wit, "lecturers, RPs, coordinators, facilitators from the private sector may be paid honoraria at such rates as may be determined by the agency authorities concerned and by using the [above] formulas as guides."
