His/her asking rate will be the initial basis.
The purpose of DBM BC 2007-1 is NOT to standardize but to provide a reasonable rate of honorarium for resource persons (RPs). It provides for the MINIMUM and the MAXIMUM allowed honorarium on the basis of salary grades (SG). But reality is that SG does not necessarily reflect the competency and expertise of the RPs. Thus, it will be unfair to use the MINIMUM rate for a government employee who was not fortunate to have higher SG but whose knowledge, expertise, and competence are comparable to Directors, Professors, etc.
In the same way, RPs from the private sector may be evaluated as to their background in qualifying to be in a certain government position for purposes of determining equivalent SG for the MINIMUM rate. But if the topic is specialized, it only fair to go above this minimum on merit basis, as long as it does not exceed the MAXIMUM allowed under the guidelines.
