Could someone provide clarification on the following matter, please?
Procurement Method: Small Value Procurement
Project: Catering Services
Upon reviewing the bidder's SEC documents, I observed a discrepancy regarding provisions in the Articles of Incorporation allowing the bidder company to engage in CATERING SERVICES.
However, the Mayor’s Permit indicates that their company is authorized to provide catering services.

What's with the Articles of Incorporation? That they are PROHIBITED in engaging in catering services?
Remember that the purpose of AoI is to establish the legal personality of a corporation and its purpose.
The mayor's permit on the other hand, authorizes the corporation to engage in catering services.
I see no discrepancy here if there is no express prohibition in the AoI about catering services.

Good afternoon, sir. The SCRQ bidder is Publications Company, and as their articles of incorporation do not mention catering services, could this be a reason for disqualification? Thank you very much, sir.

There is no provision in the rules that provides such criteria for passing or failing, unlike in public bidding.
Again, the AoI is primarily for legal personality. Purpose of business can be amended or ratified anytime.
Mayor's Permit spells the business they are authorized with.
I will not suggest being STRICTER than the rules, especially when there is no particular rule. Allow the process to continue and if the supplier fails to deliver, that's the time to sanction them.
