Firstly, I would like to extend my appreciation to GPPB-TSO for having this Forum, a venue for where procurement practitioners gain additional perspective for consideration of PEs BAC.
My inquiry is that, in our operations, we are procuring (via Competitive Bidding) customized machines manufactured mainly abroad (as there is no known manufacturer in the country) through their authorized distributors here in the Philippines, Are PEs allowed to select Direct Contracting (for Exclusive Distributors) or Limited Source (for those Authorized Distributors) as Method/Mode of procurement for the consumables and repairs/maintenance of the customized machines delivered?

Yes. As long as there was a prior market study/survey supporting the conditions under Sec.50 (for direct contracting) or Sec.49 (for Limited Source Bidding), subject to requirements of Sec.48 and terms under Sec.54, then such alternative method may be resorted.
