Will a previous BAC Chair after her/his appointment ,be appointed again?
Yes, previous BAC Chair can be reappointed by the HoPE for the same position. There is no prohibition in RA 9184 on reappointment of the BAC Chair.
The BAC Chair is DESIGNATED, not appointed. This was discussed in Tapispisan v. CA (G.R. No. 157950, 08 June 2005)

However, where the person is merely designated and not appointed, the implication is that he shall hold the office only in a temporary capacity and may be replaced at will by the appointing authority. In this sense, the designation is considered only an acting or temporary appointment, which does not confer security of tenure on the person named.
To revert to the question, the answer is YES. Since by nature of designation as BAC Chair is only temporary, the person may be removed or reinstated at the will of the designating authority.
Can anyone be designated as BAC Chair?
Any permanent plantilla personnel with at least third ranking position, unquestionable integrity, and procurement proficiency may be designated as BAC Chair.
