What if the BAC support the claim of End-User that it is not necessary to indicate the position of team leader/key personnel in the TOR as they are hiring a firm and the firm can propose their team for the project? Can you suggest me a best explanation about this matter? Thank you.
Just set your performance parameters and criteria without regard to organizational structure. You may refer these parameters to the firm. But there is still a need to indicate the KEY PERSONNEL required for the project.
