No, a substantial change in the terms of contract is not permissible. The purpose of fair competition is defeated if the areas that will be utilized for the project is different from areas that are bidded - whether design and buiild or pure infra project.

In the context of the query, we have projects approved by the LGU for the construction location. However, another agency, such as the DPWH for example, has raised objections to continuing the project at that given location. Therefore, we are considering rerouting the construction of the infrastructure within the same LGU area, but changing the specific street location.

If that is the case, I would suggest cancelling the awarded project, and proceed with rebidding.
