Can a member of the BAC be granted an honorarium if he/she is absent during the pre-bid and opening of bids but was able to attend the pre-procurement conference and sign the resolution of award?

Yes. However, the amount of honorarium will depend on the internal rules (if the length or number of participation to the proceedings is irrelevant). 

The BAC may adopt an internal rule that the honoraria due will be pro-rata based on the stages participated.

Ex.

There were 10 stages of the procurement that was participated by BAC members. The BAC member in the question only participated in 7 stages. Then the proportionate share in the honoraria is 7/10 or 70%. If the rate of honoraria per completed procurement is P3,000, hence. That BAC member will be entitled only to P3,100 for that procurement.

Thanks for the response Atty. Jess. So given that the BAC member in question was able to attend at least the pre-procurement conference, as part of the procurement stage, will he/she be still allowed to sign the resolution of award?

Yes. Each milestone is a separate activity. The BAC member may participate and sign in some or all of the stages of procurement.

Yes and with consideration on the principle of accountability. BAC member shall be held responsible/accountable on his/her actions.

Correction here: If the rate of honoraria per completed procurement is P3,000, hence. That BAC member will be entitled only to P2,100 for that procurement.

Sir Jeff if I may share our practice in our office. We consider 4 meetings( pre-proc, pre-bid, bid opening, deliberation meeting on TWG post-qualification report) to earn the whole amount per completed procurement projects ( Notice of Award), otherwise, pro rate as per example of sir Jhez.

Thank you for sharing your Sir Gilbert, big help! So technically it's up to procuring entity which meetings are to be considered part of the honoraria grant.
