What are the roles of TWG Members?

Technical Working Group (TWG) from a pool of 
technical, financial, and/or legal experts to assist in the following: 
i. Review of the Technical Specifications, Scope of Work, and Terms of 
Reference;
ii. Review of Bidding Documents;
iii. Shortlisting of Consultants;
iv. Eligibility Screening;
v. Evaluation of Bids;
vi. Post-Qualification; and
vii. Resolution of Request for Reconsideration.

Essentially, TWG provides assistance to BAC in deciding certain matters that are beyond their legal, technical, and/or financial expertise. The creation of the TWG is optional, as the creation is lodged with the BAC. The reason is that the BAC is expected to have the procurement proficiency to resolve issues. However, the BAC is not bound to accept the recommendations of the TWG. In this kind of function, the TWG acts as "researcher" to help the BAC decide.
