You can have the printable version of the Bid Notice Abstract as proof of advertisement on PhilGEPS. All the relevant details are contained therein.

Yes.
Invitation to Bid is for public bidding of goods and infra projects
Request for Expression of Interest is for public bidding of conulting services
Request for Quotation is for Small Value Procurement, Shopping and other AMPs
