Hi GPPB,
I have a partner which is foreign and they have the SLCC in English Language, do we need to apostille or red ribbon the document?
Thank you!

There is no need to have the SLCC "apostillized". It is the Omnibus Sworn Statement that should be "apositillized" if it was accomplished outside the Philippines in a country that is a signatory to the Apostille Convention.
This answer presupposes a JV in light of the term "partner".
If the original document of the foreign bidder is already in English, there is no need for authentication. Documents translated in English will need authentication through Apostille or red ribbon by the Philippine Embassy/Consulate in the country where the foreign bidder comes from.
Apostille is not about translation in English. Apostille is about authentication of the signature in a public document outside the country where it will be used. That is to make sure that the documents coming from foreign origin or process are authentic as to the signature and capacity of the person signing. Apostille is not required if the document is originating from the Philippines.
