Can we cancel the signed contract by both parties with the Lowest Calculated Responsive Bid who refuses to deliver the contract with the Procuring Entity then undertake post-qualification for the next-ranked Lowest Calculated Bid and award the contract should it passed the post-qualification?

Please check grounds and procedure for termination of contract and under RA9184. It can be a ground for blacklisting too.
