Regarding lease of venue, would it be possible for the PE to rent a privately owned venue through MOA? The project did not undergo procurement process in reference to the provisions of RA 9184. However, the end-user justified that there is no available publicly owned venue for the conduct of the activity, as well as no available privately owned venue who can cater to more than 1000 participants.
