Can the BAC open of the bids to an earlier date, prior to the closing date on PhilGEPS?
Ex. Closing date on PhilGEPS is scheduled on Monday, however out of urgency the BAC has decided to open the bids on an earlier date.

Opening sealed bids prior to their appointed dated and time is a CRIMINAL offense, punishable by imprisonment from 6 years and one day up 15 years.
Also, the rule allows POSTponement of bid opening but not PREponement.
