Good Morning everyone. I have a concern re: blacklisting process. The situation is this, a certain contractor for infrastructure projects was terminated by default, and he has to pay a recoupment for the advance payment claim. We have not yet backlisted the contractor after the termination. its been a long time already but still the recoupment is not paid, even demand letters were sent already through legal. My question is, can we still blacklist the contractor>?
