As BAC secretariat, I would like to ask.
 
1. Should the BAC members during the opening of bids also examine thoroughly the technical specifications in the bidding documents vis-a-vis the offered technical specs of the bidder and the absence of the technical specs during the opening of bids will make their envelope 1 (technical documents) as non-complying thus the BAC will not open the Financial envelope?
 
or
 
2. Should the BAC check the presence or absence of the documents in envelope 1 (technical documents) and if the statement of specifications are there then the BAC should check it as present and therefore complying then opening of the financial envelope and the thorough scrutiny of the technical specs vs the specs of the bidder be done during the post-qualification and not in the opening of bids.

1. No. The rule on preliminary examination of bids is the of non-discretionary pass/fail criterion. Simply said, it is presence or absence of documents. The 2016 Revised IRR provides:

30.1 The BAC shall open the first bid envelopes in public to determine each bidder’s compliance with the documents required to be submitted for eligibility and for the technical requirements, as prescribed in this IRR. For this purpose, the BAC shall check the submitted documents of each bidder against a checklist of required documents to ascertain if they are all present, using a non-discretionary “pass/fail” criterion, as stated in the Instructions to Bidders. If a bidder submits the required document, it shall be rated “passed” for that particular requirement. In this regard, bids that fail to include any requirement or are incomplete or patently insufficient shall be considered as “failed.” Otherwise, the BAC shall rate the said first bid envelope as “passed.” xxx
