Good evening, Sir.

I would like to inquire about the rule concerning the applicable period for the delivery of goods or the performance of services.

In the Generic Procurement Manual Volume 2 for Goods and Services, page 119, it states: "The Procuring Entity may grant time extensions, at its discretion, if based on meritorious grounds, with or without liquidated damages. In all cases, the request for extension should be submitted before the lapse of the original delivery date. The maximum allowable extension shall not be longer than the initial delivery period as stated in the original contract."

Could you kindly clarify whether this is the same as the phrase "Each extension should not exceed the initial delivery period as stated in the original contract," which is mentioned in NPM No. 009-2010?

I would appreciate your guidance on which interpretation is correct:

  1. Multiple extensions can be granted based on meritorious grounds, but each extension must not exceed the original delivery period stated in the contract.

OR

  1. The total number of days from all extensions granted to the supplier should not exceed the original delivery period stated in the contract.
