one of the supporting docs to the Statement of SLCC is the Certificate of Acceptance..and during the opening of bids, one of the bidders submitted a SLCC but failed to attach a cert of acceptance and was rated FAILED by the BAC... the bidder filed a Motion for Recon claiming that their PCAB registration is Small B and submitted the Cert of Acceptance of the Project stated in their statement of SLCC.. submittion of additional documents for their bid is considered Bid modification..so the BAC decided to  deny the MR... May we ask for some enlightenment or additional insights on this matter Ma'am/Sir?

The procedure and ruling of the BAC is correct. The SLCC without the Certificate of Acceptance or equivalent proof is considered patently insufficient and will result in outright disqualification. 

The BAC is also correct in ruling that the belated submission of Certificate of Acceptance is an "improvement" of the bid after the bids are opened, and therefore not allowed.

We already sent a notice to the bidder denying their MR but according to them they will file a protest because they are claiming that their PCAB Registration is small B.. wherein they are allowed to bid without similar contract/experience on the contract to be bid.. If their PCAB is under Small B they should not have submitted a statement of SLCC and just put NONE in the statement of SLCC..tama po ba Sir? but since they submitted their SLCC statement with their single largest completed Contract project, so the BAC will look for the attachment which they failed to attach (cert of acceptance and Contract Agreement)
