if ang bidder is a joint venture dapat po ba na joint venture din ang philgeps nila ? or pwede na yung individual philgeps certificate? if ok lang ang individual philgeps yung i submit pano po pag mag award sa philgeps kanino po e award company1 or company 2 ?

Let us just assume the more complicated scenario (that we commonly encounter), which is an unicorporated JV or contractual JV. 

A joint venture that is unincorporated (meaning without separate personality and registration with SEC) need not have a separate PhilGEPS certificate under the name of the JV. Section 23.1(b) of the IRR provides:

"Each partner of the joint venture shall submit their respective PhilGEPS Certificates of Registration in accordance with Section 8.5.2 of this IRR. The submission of technical and financial eligibility documents by any of the joint venture partners
constitutes compliance: Provided, That the partner responsible to submit the NFCC shall likewise submit the Statement of all of its ongoing contracts and Audited Financial Statements."

Compliance of one of the partners in the JV is deemed compliance of the JV.

Now, as to whom it will be awarded in the PhilGEPS, look into the terms of the JVA. Nakalagay naman doon sino doon ang managing partner ng JV who shall be named pagdating sa pag issue ng check, pag receive ng payments, and other processes. Doon ninyo ipangalan ang award. If you are already using the Modernized PhilGEPS, award of joint venture is already supported, you can add each JV partner in the award.
