PR for fuel has been delegated to end users (Sec. 53.14 of IRR, RA 9184)
Can end user purchase fuel from different gasoline station?
Previously, though fuel was under direct retail purchase, the PE purchased fuel in one gasoline station in locality (there are only two gasoline station in the locality).
Recently, the end user has to "deliver" prisonners to NCR, so they have to refuel on its way to NCR.

Yes. As long as the conditions are satisfied, purchase from a different gasoline station is justified.
Payment may be made through reimbursement subject to pertinent auditing and accounting rules..
Direct retail purchase is not applicable to bulk purchase because it is for stock and not for immediate consumption, the latter being one of the conditions to employ this modality. Bidding or any of the appropriate alternative mode of procurement is recommended for bulk purchase.
