Good day!. Is it allowed under R.A.9184 to award a bid thru shopping or SVP based on the Lowest Grand Total Amount of all items and not based on the price per item whether the difference in price per item from different supplier is immaterial or not.

Indicate in the RFQ whether the award will be made per lot or per item. If per lot, all items in the RFQ should have quoted price, any item without quotation is non-responsive. The lowest lot price may be awarded the contract if it does not exceed the ABC of the lot.
Per item: the lowest quoted price for each item may be awarded the contract provided it does not exceed the ABC of the item.
If the RFQ did not specify that award will be by lot, it would be prudent to award per item.
