If the majority of the BAC members believe the BAC chairperson has abused his or her power and authority as chair of the BAC, what is the proper procedure for lawfully removing the BAC chairperson from the position? If the HOPE does not examine and respond favourably to the BAC members' motion to dismiss the present BAC chairperson, what should their next steps be?

The power to remove is inherent with the power to appoint (or designate).

Hence, the BAC members cannot force a BAC Chair to be removed if the HOPE who designated him/her still believes he/she should stay.

As to abuse of authority, an administrative case may alternatively be filed with the CSC or the Ombudsman, depending on the extent of abuse.
