My take on the query:

For shopping and SVP, the BAC/Enduser shall recommend to the HOPE the award of contract in favor of the supplier with the Lowest Calculated and Responsive Quotation. In case of approval, the HOPE shall immediately enter into a contract with the said supplier/contractor/consultant. HOPE's approval of the recommendation in the Abstract of Quotation is the basis of the PO/contract.

Agency to Agency - The BAC shall issue a Resolution recommending the use of A-to-A to the HoPE.The HoPE shall enter into a MOA with the Servicing Agency upon approval of the BAC recommendation. NOA is not necessary.

Direct retail purchase of (i) petroleum fuel, oil and lubricant (POL) products; (ii) airline tickets; and (iii) online subscriptions may be made by end-users delegated to procure the same from identified direct suppliers or service providers.  NOA is not necessary in this modality.

NP Emergency - Direct negotiation with a legally, technically and financially capable supplier, contractor, consultant.

Provision in Annex H: (Maybe this provision need further clarification from GPPB TSO)

1) Except in Shopping, and Negotiated Procurement through Emergency Cases, Agency-to-Agency and Small Value Procurement, and Direct Retail Purchase of Petroleum, Fuel, Oil and Lubricant, Airline Tickets, and Online Subscriptions, the following procedures shall apply in the issuance of the Notice of Award (NOA), Contract/Purchase Order (PO) and Notice to Proceed (NTP) for the Alternative 
Methods of Procurement identified in this Guidelines....

 

The BAC shall issue a Resolution recommending the use of A-to-A to the HoPE.
