Clarification :
Is the agency need to prepare the contract and have this sign by both parties first prior to obligation or the Budget Division/Section need to obligate first the funds before contract signing ?
The way I see it, there is no problem in both cases. However, it would be more logical to issue the obligation after the execution of the written contract. That is in keeping with the Civil Code provision that obligation arise from contract, among other sources.
