Can a single-year framework agreement have two suppliers just like a multi-year one?

And, can it be bidded by lot or by item?

Can a single-year framework agreement have two suppliers just like a multi-year one? - NO.

And, can it be bidded by lot or by item?-NO. But if that is the intention, the PE may set a Framework Agreement for every item.
